I also like to carry a "tea light" candle when in the backcountry. It's lightweight, and can serve as a good core for a fire like this.
Also, be sure to avoid the mistake from Jack London's "To Build a Fire" - if you decide to make your fire underneath a tree, be sure that the tree boughs are not laden with snow that will melt and bury your fire as the air is warmed up through the tree branches!
